A Balgowlah roof enquiry should identify the damaged tiles, flashing or metal section, with any access restrictions. During the March 2022 storms, the NSW RFS helped remove a tree that had fallen on a roof in West Street, Balgowlah, the Northern Beaches Advocate reported. Balgowlah’s housing is mixed. In the 2021 Census, 40.3% of its occupied private dwellings were flats or apartments, 34.6% were separate houses and 23.1% were semi-detached, terrace or townhouses. The Dictionary of Sydney says the suburb “became more developed in the 1920s and 1930s after the opening of the Spit Bridge”, and post-war houses, townhouses and flats followed.
Heritage houses and the exempt re-roof
Balgowlah has no heritage conservation area, by our check of NSW Planning Portal map data. So replacing the roof cladding on an unlisted house can usually be exempt development under the state Codes SEPP, provided no roof openings, such as skylights, are added or enlarged and the roof’s fire resistance isn’t reduced.
The exceptions are the suburb’s heritage items, about 34 listings by our count, including about 13 houses or groups of houses. The best known is Whitehall, which the Dictionary of Sydney says “is thought to be the oldest surviving home in Balgowlah”, built in the 1870s. Council says a heritage-listed property needs a development application to repair, change or renovate, and the Manly Development Control Plan (DCP) 2013 asks for the original roof form and pitch to be kept.
About 14 of the listings are street trees and landscapes, including Wellings Reserve. The DCP requires consideration of the effect on heritage significance of development “in the vicinity of a heritage item”, so if scaffold, a skip bin or a crane will sit beside a listed avenue, we’d raise it with council first.
North Harbour slopes: colour and scenic rules
About a fifth of Balgowlah, along the North Harbour slopes, is in the Foreshore Scenic Protection Area, by our calculation from council map data. Streets in it include Gourlay Avenue, Lauderdale Avenue, King Avenue and North Harbour Street. Where a roof job there needs approval, the DCP asks for “building materials of a non-reflective quality” in colours that “blend with the prevailing natural environment in the locality”.
Across the suburb, the DCP asks for roof reflectivity to be “minimal” but also says “Lighter colours are preferred for wall and roof materials”, to reflect heat. Council weighs the two, so there’s no single Balgowlah roof colour rule.
North Harbour is calm water, not breaking surf, and by our rough calculation Balgowlah’s nearest residential land is about 1.7 km from the ocean shoreline.
Burnt Bridge Creek and the bush edges
About 8% of Balgowlah is mapped bush fire prone land, by our calculation from council map data, along the North Harbour foreshore reserve and the Burnt Bridge Creek corridor. Most Balgowlah homes aren’t on it. On a mapped block, an exempt re-roof must be sealed against embers and use “equivalent or improved quality materials”, and the NSW RFS suggests you “Clean your gutters of leaves and twigs” and “Install metal gutter guards”. The Manly LEP’s Landslide Risk Map covers about 5% of the suburb, by our calculation from council map data, on the North Harbour slopes by North Harbour Walk, Clarence Street and Lower Beach Street. A development application there needs a Site Stability Report.
